That's an Italian ww2 flag. If you google 'Royal
Italian Army ww2 flag' you will find examples.
I believe it is the naval version, as in 1938 the

The Royal Crown & Savoy Shield Arms was used until 1943, as
modified in 1938 to include the fascist state emblems. I have
in my collection two original Italian Army unit standards - a GI
cut center remains of the embroidered M-38 arms, and another
complete Army tricolor with M-38 arms embroidery picked out as
the flag continued in use with the Italian Army unit that joined
Allied Forces fighting against the Germans and the RSI Italians. OFW
