It is a standard form letter essentially saying we will look into the matter about which you have contacted us and get back to you.

Is the signature handwritten or stamped? It appears to read 'Rolf d'Alquen' who was the brother of Gunter d'Alquen and was also on the staff of Das Schwarze Korps. I am not familiar with Rolf's signature, so I cannot say if it is his or if it is genuine.
