if he is a remnant of the Wandervogel movement then his darker complexion may not denote Sinti /Roma Gypsy ethnicity but instead simply be an intense sun tan as sun bathing in the nude and actually worshipping the sun in the summer was a major part of the old Wandervogel.
Also the musical instrument case fits with Wandervogel as the playing of instruments was typical during hikes and travels.
Finally, the longer hair and beard is , of course, an aspect of Wandervogel attributes.

Are you able to definitely date this image? The women's fashion suggests mid to late 1920s to my eye, which would be pre- Third Reich era. Maybe very early 30s?
Otherwise generally agree with Micheal's more thorough analysis of the Wandervogel theory. The central subject does not look like a Roma (Gyspy).

Looks like they are all posing with the central figure for a photo, who was possibly riding through on his bike. Wandervogel still makes for the best theory, in my opinion.
