    Interesting "Vorgeschichte" document with stamp

    I picked the book below, put out by the Foreign Affairs department at the start of the war, for my dad for father's day. It's a rather dry read, being all text with no pictures whatsoever, but I'm sure it will be a very interesting for a history buff (especially one who can read German LOL).

    Personally, I am most interested in the stamp in the front: it seems that the book was gifted to a seaman as a Christmas present of sorts from the naval command; the fact that it is a stamp suggests that such a gift was bestowed upon numerous people. However, I was wondering if anyone knows a.) the blue signature within the stamp, which definitely looks to have been added separately, and b.) anything about the distribution of this book. Would certain (perhaps interested) commanders be given these to distribute as they saw fit, or would they have been distributed more wide-spread?
