Have some questions on early SS photo

Have this posted in the SS uniform section but after 82 unique views, no response. So I guess this is a tough one.

This is a very tiny snap shot photo and this is the best I can do to make it clear. One group is SS and the other is who? Some of the SS men are wearing two armbands. Anyone know what the second one is for and why there is an obvious difference in shirt color being worn by the SS men. The man in the middle row far right is wearing a black kepi, white(?) shirt and brown(?) pants. Thanks again gents!

Wow. The experts on here don't have an answer for me. Wow again!

the armband worn is for customs, the men behind could be customs in my opinion,
but otherwise police. Customs did wear a wreath with eahle inside and here it does
      not look like that.

Is this photo TR or pre-TR? Just wondering why the SS would be with German Customs. Thanks again Wilhelm

About 1933. Auxiliaries to customs did wear such armband with arm-shield, but I still haven't figured out for 100% the other uniformed persons. As mentioned at first glance they are possibly customs, but police is also possible.
