Trying to identify official stamps on the back of photo

Trying to identify what the stamps indicate on the reverse of a photo I just acquired. The photo is of Laplander's in northern Norway or perhaps Finland during WW2 and was taken by a German soldier.

The first stamp means "Freigegeben" - authorised - the photo can be published

The other stamp is a Feldpostnummer 51890

    Feldpostnummer 51890
    (2.1.1940-11.3.1943) Zerstörer Z 38.

Thanks Gerdan. Why would a private photo have a fieldpost number? Is it because the area the photo was taken was sensitive to the military?

I wonder if this photo was taken in Tromso, Norway in 1943 by a Kreigsmarine sailor. The photo is of Laplander's with their traditional "t-pee" and dogs.
