Nazi business envelopes???

can anyone offer any info re these two envelopes I found in my dad's "stuff"?

The 2nd one is from the Landrat (District Administrator) of the Kreis Überlingen / Ueberlingen

County (Bodensee / Lake Constance). The contense was a Volkskartei / residents index card.

can you tell the date of the mailing? the numbers on the postmark seem to read: 5.8.43.16-17

what might be a "residents index card"? thanks

I'm just trying to learn as much about these items as possible.

In each town office there was a residents index (National Card Index) whith an index card for

every inhabitant of the town, alphabetically listed with all important information/dates of the

person.

The date of mailing is August 5th, 1943 with receipt by the post office between the hours of 4pm and 5pm. That was when the stamps were cancelled.
