From what I can see from this less-than-stellar photo , it's an after-the-fact notification having something to do with a Familienbuch. That's a sort of family tree book each married couple receive from the justice of the peace when they marry. I can just make out the word "Ehe" near the beginning there, but the rest is too blurry for me.

EDIT: from what I can see, it looks like the marriage is terminated as of sometime in '44. Basically a divorce decree....

I think it is the notification of a divorce written down in the civil record (Civil Registry Office):

I can make out :" Die Ehe ist durch das seit dem 12. März 1944 rechtskräftige Urteil des Landgerichts Wiesbaden (....)geschieden worden .... Wiesbaden 4. April 1944"
