is it possible that the signer of this award doc was Konstantin Rogalla?

Looks more like "Spoda" to me....

    Edit:
    09609

    (Mobilmachung-1.1.1940) Stab Polizei-Regiment 1 Gruppe Eberhardt,
    dann Regimentsstab Infanterie-Regiment 243,
    (15.9.1940-31.1.1941) Regimentsstab Schützen-Regiment 114,
    (27.1.1942-14.7.1942) Regimentsstab m. Stabskompanie Schützen-Regiment 114,
    (15.7.1942-24.1.1943) Regimentsstab m. Stabskompanie Panzergrenadier-Regiment 114,
    (24.3.1944-6.11.1944) 25.5.1944 gestrichen, wurde Fp.Nr. 04263

    Edit #2:
Looking at LdW (link: http://www.lexikon-der-wehrmacht.de/...er/SR114-R.htm), Schutzen Rgt 114 was founded/built on or about 1 Aug 1940. So there's a fair chance (according to my meager research skills) your man may have been with a completely different unit when wounded in 1940.

Not that it really matters, just saying.

      I always use that site:
      www.altdeutsche-schrift.de
      http://www.altdeutsche-schrift.de/adsschreiben.php

You have to try letters and words as long as you find the solution.

The second letter looks like an i or j to me.

I think the "i" you're seeing is the period from the I.V
(in vertretung) typed above it. I still think it is Spoda, or something like that.

          script

This is written in "normal" script and not alt-deutsche or Suetterlin. It does appear to be Spoda as already stated.
