Curious about this photo as he is wearing a U-Boat badge, but seems to be in the mountains somewhere. Does the license plate shed any light?

That's an Imperial badge so he is probably no longer a Uboat crewman or commander. I'm guessing that's Norway, and that's a military car and not a civilian, touring car.
