Could these be Russian civilian German auxiliary police units?

Could these be Russian/Ukrainian civilian German auxiliary police units? Or maybe something else? This is the best I can do as far as photo clarity.

Hello mate.

I would say a German Orpo policeman serving in eastern Europe who has taken part in a bit of hat swapping for the photo. The lady to our right has his side cap and he is wearing someone's winter fur hat.

I think he is the only military person in the photo.
