Thanks for posting these. The event with the marching was probably the swearing-in (or similar function) of the 15. Division in the summer of 1943.
As to the portraits, in the group shot, the man on the right can clearly be seen to have unofficial runes. You mentioned metal, perhaps you are aware that Latvians sometimes made their own Siegrunen by cutting them out of scrap metal. That could well be the case for that unusual set.
