The ones in the short (brown) jackets are from the BDM, the Bund Deutscher Maedel, or the league of young German women. It is, I believe, the winter uniform.

the young lady wears a dress for a Strassenbahn- or Kleinbahn company. Beneath this her white BDM blouse and scarf.

Yes, this I forgot to mention. She is anyway Strassenbahn as her collar-patches do indicate this. A small chance would be Kleinbahn. Reichsbahn positively not while she is wearing a winged insignia (which will include the cogwheel and swastika)! This was not allowed for Reichsbahn....
