Any idea if these men are Kriegsmarine or Heer by the badge they are wearing? Has anyone seen this badge before?

Sport uniform and as i remember , it's a Postal offices sport jacket bevo eagle sewn on the jackets ...
I have one as a spare part , bevo on a medium blue backing

This eagle is known as the "Zeesener Adler" and indeed for the sports dress from the German postal organization. Nice photo by the way!

Thank you again guys for your help! I wonder if this is a pre war photo because these men look too young and fit to be postal workers and not in the military.
