Many Alsatians were dark in complexion, just a thought. I have a number of "dark" looking Germans in many of my photos, and those I have researched have ended up being Alsatians/ from Lorraine.

He certainly looks like many of the Maoris I saw while in NZ

Many Germans had ethnic wives from their colonies, and many married women whose families came from colonies that were holdings of the Dutch for e.g.

It would not be impossible for this man to have ancestors from Java, East Indies..

That's what I first thought when I saw the photo. I had a few Kiwi/Maori friends when I was young, including one who looked very similar to this guy.
