Yes, I'm stumped.

Other than the armband and what looks to be an award I can see nothing that would identify him to an organisation. The uniform looks para military.

The cap would give more of a clue. Have you a clearer shot of it?

I believe this man is a member of the DAF (Deutsches Arbeits Front).
