Found this piece, I was attracted to the stamp, however would like to know of anyone recognises the department its from, signiture or content?

Hi,

The red and white seals on these type of letters usually denote that they are official civil contracts, house purchase or similar style agreements.
Bought a few of these for literally coppers in the early nineties.
I like the official stamp
These items look quite cool, but are of little financial value, in my opinion.
