Trying to identify pennant on military car

Does anyone know what the pennant on the car represents? Thanks!

Couple things we can determine from this picture. Based on the first 4 characters (IIIA) on the license plate the car is from the 'Polizeipräsident Stuttgart', so the Chief of Police of Stuttgart.

The pennant design (the black cross) on the car means the car is from an independent battalion within a division, in this case maybe a Stuttgart Polizei division?... It should have an orange background indicating Polizei.
