Croatian naval legion documents

Need help with this two documents.How rare are they?I got information that first one is scarce because it was signed by Vice-Admiral and the second one text is refering to European volunteers.By my knowledge,only four Croats were killed while serving in Naval legion units during WW2.

Very nice documents...German Award Documents to Croatian soldiers are quite scarce, especially to somebody in the Naval Legion.
