Ok, so based on my research and another photo I have from the set, the boat is U-313. I have posted the photo with the sailors wearing the emblem of a devil riding a torpedo, the emblem of 313

The gentleman on the right of the photo in question appears to be the captain Friedrich Schweiger.

The date on the photo 11.8.1944 or August 11,1944 would have been in between these two patrols and they would have been in Bergen.

30 May 1944 Narvik 3 Jul 1944 Bergen Patrol 4, 35 days
8. U-313 6 Sep 1944 Bergen 14 Sep 1944 Narvik Patrol 5, 9 day

I was thinking one of them might be the Flotilla commander but it doesn't seem to match.
