Your first general (without RK and somewhere in Holland) is Otto STAPF (General der Infanterie).

And the second one (with RK) is Hermann MEYER-RABINGEN (Generalleutnant).

Are you sure with OTTO STAPF?
He won the RKT in 1941 so if this is our man the picture must have been taken before 1941.

And yes, the picture must have been taken before 1941. Some biographical data about Otto STAPF:
