It sure looks like it: national emblems removed. I wonder if the wrap's collar was modified with the dark green facing by the owner (rather than being issued this way)?

Interesting question, there is nothing on the back, but none of the officers is wearing a belt or holster, perhaps they could be prisoners. From what I have read, these "green collars" were on limited issue in the mid-war years, some say 41-42, others up to 43, and most are seen in Finland, although the photo could have been taken anywhere. Perhaps a uniform specialist could help?

Sorry, I missed Mike Davis's post whilst writing my own. Yes, I notice the lack of national insignia, pointing to the possibility that they are prisoners. A conversion for personal "smartness" had not occurred to me, but is well within the bounds of possibility also.
