I would say so, appears to have breast pockets, collars, boards, pattern on those camo's. Also lack of weapons may be another indicator?

The "Sinalco" plate has the sinalco symbol which was created in this way about 1948

Found in a album with wartime photos, so maybe he carried on his service.
