Can anyone help me towards the nationality and perhaps the identity of this foreign officer who has just attended a Luftwaffe meeting? Any ideas about the occasion?

He is Gen.Lt. José MOSCARDÓ who directed the defense of Alcazar in Toledo during the spanish civil war when he was a Colonel.

If the General Moscardo. He was awarded the Distinguished Cross of San Fernando, in defense of the Alcazar of Toledo. The Republican enemy, killed his son for not giving up in the siege.
