Can anyone identify those (i quess) symbolic devices ? It's not (in my opinion) cogwheel or rank pip.

IMO it's a rank pip - perhaps pip is not metal. You can find some examples in the "favorite shoulder board/strap" thread

Agreed, not the typical stamped metal pip but intended to indicate his rank not his unit imo.
