Thank you for the link; but, it did not yield anymore information. Here is as far as the package made it in tracking:

          Hi,

i never encountered this problem, with the letters still on departure in Germany ?
          Yes, serious problem here...

If a german collector can check the (german) custom rules about destruction of items, it may be interesting.

          See You

            Hi,

many tracking letters can't be tracked outside of the country of origin. Most of the time a new tracking code is given in the country of arrival.
This depends of the service, but this is sometimes very stressing.

The ultimate solution may be to find a german collector who is living near the border of Germany, and who is able to post the letters from another country (for example France). Then the letter is tracked from France.

This is strange because i'm collecting Waffen-SS propaganda items and SS-Leithefte, and i'm purchasing them from all over the world, and i have them sent from anywhere to... anywhere (France, Canada, friends in the USA, Scandinavia, Germany - when the seller don't want to sent internationally) and i never had any problems for 3 years. And yes those documents love to use runes and swastikas (not even including very offensive texts and pictures)...

The missing letters in Frankfurt are clearly a (bad) mystery.
Maybe you can write to the german customs / german post office ?

            See You

            Vince

8 of the 10 letters I brought to the local Post Office and checked stated "Origin Post is Preparing Shipment" at the Frankfurt collection point. That tells me they haven't left Frankfurt....so where the Hell are they??? Something tells me either they have been stolen or for some ungodly reason German customs confiscated the photo or photos.

The two letters that made it to New York JFK have not made it any further as they would have been scanned at the next location. The Postmaster is telling me that customs may have them. I cannot think of any reason why registered letters would be held by customs for six or seven months just for a photo or photos inside.

WAF Member Vince is correct! In the case of Germany the letter is tracked up until shipment to the country of it's destination as cited in the example provided by Schulterklappen. All mail from Germany arrives through New York JFK which it is then scanned showing it's arrival. Further scanning is done at each alternate location until it arrives at your doorstop where the mail carrier is supposd to scan it into the system prior to delivery and having you sign for it. If not at home he/she will leave a notice/form in your mailbox to come and pick up your registered letter or parcel at the location indicated on the notice. They will re-scan and have you sign for it.

Now there apparently is a black hole in between Frankfurt and New York where the opportunity exists for letters to be stolen or disposed of by customs.

My question who in Frankfurt do you inquire about the status of missing registered letters??? Is that Customs or some sort of central processing facility. The Bundespost will only tell you where the letter went to...i.e., Frankfurt. USPS will show you the tracking of such letters only if they have been scanned into their system. On both threads it was mentioned that prior to scanning....letters were being stolen by employees. In the case of my 10 missing registered letters only two showed up in New York and the other 8 show no evidence of having left Frankfurt.

                Frankfurt to NY

                Bill,

It is perplexing how a tracked item can just disappear into the ether. I sent an inquiry to Deutsche Post; they sent an inquiry to the USPS. The USPS sends me a letter asking if I ever got the letter, no, I replied. That was the last I ever heard from the USPS until a few weeks later I sent them an e-mail inquiry and got this reply:

                Dear Mr. Glen Hendricks,
I regret learning of the inconvenience you have experienced.
The Postal Service is aware of the frustration and disappointment caused when we do not live up to our commitment of safe and reliable mail service.
Unfortunately, I have no information to give you on the mail piece that was mailed to you form Germany. The only thing I am able to tell you about this package is that it was accepted for mailing in Germany on 05/21/2013 and on 05/23/2013 it was preparing for shipment in Frankfurt, Germany. Unfortunatley when a package is mailed from overseas and goes through custom I am unable to obtain any information on the package until it reaches the states.

An apology is no substitute for good service, but I want to offer one on behalf of the Postal Service. We appreciate your reporting this matter to us. It helps to know the kinds of difficulties our customers have so we can work toward improvements.
Please accept our sincere apology for any inconvenience this matter may have caused you.
                Sincerely,
                Adrienne Wiggins

Registered letters from overseas are not tracked as they travel in the US. Once the letters are pulled off the airplanes in NYC, they are put into the mail stream with normal letters. There is no tracking from NYC to the distribution center to your local post office. Once the letter arrives at your local post office the registered letter is accounted for and then you have to sign for it to receive it. Really, there is no tracking of International registered letters from NYC to you post office. I know that this may be a surprise but that is the way it is.

So what's the point of using registered mail? It costs more and its supposed to be the safest way, sounds like another scam to me. It would seam like in this day and age all the world's postal systems should work together. Utopian dream I guess!!

                      Marc,

I didn't mention that I actually received one registered letter in my mailbox about a week or so ago. This motivated me to go to the post office to make a complaint as it should not have been left in my mailbox. The mail carrier was supposed to have me sign for it or leave a notice in the mailbox.

I brought it to the local post office and requested to see the Postal Manager. He took a look at the letter and said this should not have happened as the letter carriers are supposed to scan them before delivering them on their route. I mentioned that I've had over 20 registered letters gone missing since arriving back in the USA in January 2012. He requested that I bring in the letters I received from USPS on those missing letters so he can check them in their tracking system.

In the meantime...he checked the registered letter that I brought in and it showed that it in fact was scanned in at JFK and then also in Houston and then Corpus Christi but was not scanned prior to delivery. In addition... the two missing letters that I previously mentioned in my other reply were scanned in at JFK New York but that is where they remain or have disappeared.

I'm not defending the postal systems as I think they are broke somewhere along the line. I'm just not exactly sure where as the 8 other letters do not show as ever leaving Germany. Based on what evidence I have it appears that both Germany and the US need to work on accountability of Registered mail and if being held by customs some kind of notification needs to be sent out to either to the sender or the receiver depending on which customs office has possession of the letter. Of course if the letter has been stolen then this would not be possible but there appears to be no internal mechanism in place to recognize that a letter has not made it to the next processing stage...Thus the black hole and end result...no item received!!

                      Bill

A loophole easily exploited by unscrupulous postal workers... no wonder so many registered letters have gone MIA.

Registered mail is supposed to be the most secure form of mail. But, it i not when it is an International letter. Really the letters are only accounted for three times - once when they arrive in the US, second when you local post office receives the letter, and third when you sign for it. From NYC to your local post office there is no accountability. Registered letters move in is normal mail stream. That is why you local carrier did not see the registered letter in you mail mail.

The only way to fix this is to complain to any and every one is the postal service; especially the Inspector General at your regional postal headquarters. Be persistent. If we all complain, maybe the Postal Service will fix the problem; which I am convinced is in NYC when the registered letters come off the aircraft from Europe.

                          Regards,
                          Marc

Thank you for your help. Part of the frustration is finding who to complain to. I am glad that I posted my problem. Just imagine, if the people on the WAF are having this much of a problem, what is the general public experiencing? Another description besides "Black Hole" is "Postal Bermuda Triangle"!

To make a complaint you can go here - http://www.uspsoig.gov/investigations/investigations - but I found that the US Postal Service IG was not very forthcoming in letting me know if anything was being done. I had to hound them. It was as if they do not have to give any feedback to a person who makes a complaint. So, I used the customer service office to push the IG office (in the US government, often the only way to get something done is to use one part of the government to push the other). In my case, I used customer service, who does track and report on complaints, to push the IG office. So, in my case I called customer service at the regional headquarters, which was Baltimore. That same headquarters has a IG office.

If you don't know who to call, ask at your local post office. They can tell you. Then be prepared to document your lost letters and be persistent. I think the IG investigator was very tired of me after three months of badgering through the customer service representative.

                              Regards,
                              Marc

Exactly Marc. I've made complaints (even in person) at the US Post in the past, and I found it to be a waste of time, plain and simple.
One thing I have been doing is asking sellers to send the envelopes unregistered, and it seems to work better. But some of them do not want to send them like this, as it removes the proof of sending/etc.

After minor digging, to me it seems that Frankfurt holds a main postal Customs facility, inside or part of the Airport there....which I'm sure people have already figured out. Doing a quick google search will very quickly tell you about there terrible track record with lost and confiscated packages.
We're losing a lot of money and history here........maybe time for a Petition from us that can be sent to the facility to make them realize how many people this is effecting? I find it ridiculous that so many packages go missing there without any sort of answer.

Lets see....What are the reasons for Customs to even consider holding photos:
                                - Tax related?? (selling items internationally/etc)
                                - they think the photos are Nazi related, and should be confiscated??
                                - Stolen by employees?
                                - Mishandled by employees/Lost??
