It's for the second class Adler Orden. It appears to be blank, and have holes in it? I'd pay around $3.00 for it personally.

This picture isn't really clear enough (for me) to say original or not.

And no - I wouldn't pay more than 2,50€. It's blank and damaged badly. That's just my opinion.
