This (photo and info) lifted from the net......a Polish "Blue Policeman" of General Government in uniform wearing the same type of Medal / Badge on his right breast pocket and insignia on his Visor...

The Polish Blue Police subordinate to the German occupation authorities in the generalgouvernement of Poland. Among the Polish population they were known as the Granatowa Policja (Blue Police) because of the color of their uniforms. In the wake of Poland's surrender after the September 1939 campaign, the German occupation authorities called on the policemen of the Policja Panstwowa (State Police) to report for continued service. The Polish Blue police patrolled the Generalgouvernement ghettos and searched for Jews who had escaped from the ghettos and camps and had sought refuge among the Polish population or in the forests. The Polish Blue police played a particularly important role in Warsaw, the center of the opposition movements in occupied Poland. 3,150 policemen were stationed there in June 1942, including 60 Officers. The Polish police commanders in Warsaw were Marian Kozielewski (October 1939 to May 1941), Aleksander Reszczynski (May 1941 to March 1943), and Franciszek Przymusinski (March 1943 until the Warsaw Polish uprising in August 1944), all with the rank of lieutenant colonel.

        two pins

Here are two pins you are asking about.
First one is what replaced a traditional Eagle on the visor while under German Occupation- in this case a coat of arms for Warsaw (or Warsaw District as part of General Gouvernement).
The other one is what they used to wear on a shirt pocket- numbered badge corresponding to individual official.
        Hope it helps.
        cheers
        Matt
