It's actually a boat or barge if I recall correctly.

That isn't a test bed, IU believe it is the aero engines used to power what may be an AF Barge, originally developed for the invasion of Britain it is just the two engines mounted on the rear of a Rhine Barge.

Most famously used to supply the 'Africa Corps' during the last few weeks of the Tunisia campaign, Their speed kept them safe but they used up most of the fuel they where suppose to deliver just getting there and back.
