Wehrmacht Cardboard sign

Hello all,

I found this cardboard sign today for very little money, I know(think) it's not complete and the red tape and glass plate were most likely added postwar.

But my question is, what does it exactly say and where was it used for?
I know it says something about mineral oil for other than Wehrmacht forces?

These are general warnings, don't breath in the fumes, store it properly, keep it away from open fire etcetera but also a reminder to the Wehrmacht personal they should not hand out this product, Mineralöl(oil to clean weapons).

I am not sure about the last part but as far as i understand it's explaining the Wehrmacht payed duties for this product but when you are caught selling this product or handing it out you will need to pay duties and you will be punished accordantly.

The way this has been cut implies it has been used far backing in a photo frame or some sort.

As I said it came very cheap so it was worth the gamble, I think it was used to fram a photo of some sort.
