I believe this is from a recruiting rally held for Regiment Nordland in Oslo on February 1, 1941.

The man next to Himmler is Josef Terboven instead of Seys Inquart.

I must agree with Laurens: the person seated to Himmler's left is Gauleiter Josef Terboven of Essen who also held the position of Reichskommissar for Norway. (Artur Seyss-Inquart -- who does resemble Terboven -- was, among other responsibilities, Reichskommissar for the Netherlands. The Wikipedia entry for "Josef Terboven" includes a similar photo to yours, though taken from a different vantage point.
