Here is some more information I got on the picture. It is HUGH LEBE, DIE RESERVE 1910 IA REGT., NO. 14 BALT Any information would be appreciated.

Hi,

I would guess it reads "Hogh Lebe die Reserve" (Long live the reserve troops)
and it is an artillery regiment (seen from the motto on the left shield "ultima ratio regis" and the canons), probably the 14th battery.
