Navy in Afrika Uniform Award Ceremony..where?

got a few photos here of a Kriegsmarine Award Ceremony with men in Afrika Uniforms. Looks like mthey got the KVK awarded..

can someone possible make out where and when this could have happened? I know you guys can read out so much more info on a single photo than me..

hard to tell but the Number Plate on the last photo could read: WM 230?9

Tropical Kriegsmarine uniforms...not Afrika. I'm guessing the location could possibly be the south of France...maybe the port of Marseille. Is there any writing on the reverse of the photos

I'm guessing Sicily, or Southern Italy. Ship looks like a freighter/ transport; perhaps ready to make the voyage to North Africa?
