Can anyone identify these two young Army officers who wear the Knight's Cross?

I would say that on the right in the top picture is Karl-Heinz Noak. Perhaps the two RKTs are from the same town, but I don't know Noak's birthplace.

They are standing with the Oberburgermeister (in SA uniform) of the city of Viersen.

Then I am wrong about them being from the same place, because only one RKT was born in Viersen and he was not an officer.
