Interesting 1945 U-Boat KVK Document & Signature

I was wondering if someone could help me figure this document out, anything regarding the signature or unit, U-Boat or otherwise. It is signed by the Befehlshaber der Ausbildungsverbund der Flotte (in Vertretung), but there is no Flotilla mentioned and the stamp is simply "Kriegsmarine - Ausbildungsverbund der Flotte." I cannot find any list of people in those positions, nor acting on behalf of the Bfh.

Thanks a lot. I cannot find a name with rank that looks similar enough to the signature, but it's a start. The last letter looks like an H to me, with a U in the middle, but that's all I can make out. Thanks again!

Hard to be sure without a comparison match but I think that could well be the signature of Hellmuth Strobel. He held a position that would entitle him to sign items with the i.V. designation. The signature definitely contains a 'b' and finishes with 'l' so I would say it is him.
