Odd SS IAB award document

I'm not sure what it is, but I'm uncomfortable with this document. I think the thing that disturbs me most is the stamp as the letters at the bottom seem unevenly spaced and the overall appearance of it seems off. Any help in evaluating this would be appreciated. It came in a large lot of paper, so didn't really cost me anything, but I still don't think this is any kind of a keeper for the collection.
