Assistance with Name Needed

Hi Guys,

I am a Luftwaffe collector and recently picked up an officer's cape. It is an early piece, dated November '35; the early pieces were piped with the branch. So all I know is that he was a flight officer at the time.

The name tag is faded but I still think it's workable. To me it looks like "Oberst Ltnt. Keip...." I can't decipher everything correctly, though. The closest match to that is "Keiper," but I don't think that's him because the "er" in "November" would have likely matched the "er" in "Keiper."

Any thoughts?
