Paperwork for a non german?

Got this today for 10$

I had originally bought it because i thought it had KM stamps but to no avail.

The name "Harry peters" does not sound distinctly german to me leading me to believe this may be some type of police file for a foreigner or something.....?

any ideas?

All German males over 18 (later 16 and 1/2) had to muster for military service. They all received a Wehrpass and if not fit, they received an Ausmusterungsschein to go with it. You have one of those. Your man was a German and was no longer fit for military service. They received a blue Ausschließungsschein if they were unworthy to serve (harden criminals, improper political outlook or Jews if previously mustered).
