Sports (?) poster?

Hey guys,

Got this today for 20$ I have no reservations about its authenticity however I would like to know if these are common and most importantly what it actually says.

Its 11.5x 16 and The ink in the signatures are undoubtedly not stamps and there's a raised paper stamp in the lower right corner with an oak leaf and the letters DRL.

What is this?

to the lower left of the eagle in the branches is the name "hertwig".

This man; Max Hertwig's work seems to fit the style.

given the fact that it is non combatant related and yet ascetically good looking I think I may frame it and keep it for my own.

It would however be pretty cool to have the whole poster translated to English if anyone has the time.

The man's name who won the 400 meter run in 56 seconds was Magnussen. He was member of

the "Luftwaffen Sportverein" Salzwedel.
