Latvian volunteers, see the sleeve shield on the NCO walking next to the line of Soldiers on the first photo and the metal runes on the collar of the Soldiers. Probably on their way to swear the oath.

Note that many of them have blank right collar patches, or no right collar patch t all. The SS runes, for those who have them, are especially shiny. These are probably the ones cut out of used tin cans, as was discussed in another post a few weeks ago.
