Well hard to say. Much later than 23. Some look like they have the Silesian Eagle (gau-badge maybe) So somewhere either to or from Bavaria would be one guess.

Maybe on their way back from the 1933 Reichsparteitag? Aren't those the 33 Reichsparteitag badges they are wearing. Also the huge Heil Hitler on the side of the train makes me think it was right after the 1933 Reichs patei. Just a thought. Tim

I think Tim has hit it. It looks like the 1933 RPT Badge being worn by each SA man. As background, the eagle-and-swaz as a device on the cap didn't come into being until 1927, and the colored-top kepi didn't come into general ranks wear until about 1933.
