Hi Ralph - I do not have one of these but will tell you it is "Verwendungsbuch". The Fraktur writing can be a little confusing if you're not used to it.

These are actually quite common. Most every person with the Red Cross, that worked with the military was issued one. However, you don't see as many for men, as they usually got drafted into the military.
