You can find basic information in books for soldiers like REIBERT.

Note that the word Waffenmeister is combination - Waffen + meister, thus one could also be Waffenunteroffizier, as described in the scan.

Interesting pic. Looks like the guys from the company supply train (Spieß, Schirrmeister and Waffenmeister) talking with their front-line members. Pre-war or very early war judging by the lack of awards.
