SS Funeral Photo and question

Hi folks,
I have had this photo for over 20 years and it is of an SS funeral. The back of the picture is dated January 28, 1944. Does anyone have a guess on who this funeral is for? Where was it taken? Sadly, the picture is very small.

Nice foto - taken in BERCHTESGADEN. That is the town hall. The Kriegerdenkmal for the first world war is off to the speakers right hand side.

How about a close up of the awards "pillow"?

I have been to Berchtesgaden and now it clicks. I will get you a close-up of the pillow tonight, but I don't know how close-up I can get since the picture is so tiny.
