A couple of Hitler signature questions

I have a couple of questions about these promotion documents to the same guy
One was done in 1935 and the other 1942
Does anyone know the name of the Generalleutnenant ?
Are the AH signatures auto pen or hand signed?
Fourth and last question, he was a Oberintendanturrat,can anyone tell me what
this Job entailed?
