WW1 POW post card Austrian - Russian

I found this post card in a small grouping. I looks to be an Austrian held prisioner by the Russians. Can anyone read what is says? What is odd to me is that it says Prisoner of War Mail in English? Why is that?

    Here the German text:

    "Tomsk, 12. Juni 1919

    Lieber Herr Stark!

In general the POW - his home is in Egerland (today part of Czechia) - had no contact to his home and family since a year. His situation in the POW Camp is bleak. Since 2 month post arrives from Germany and Austria (but not from Egerland/Bohemia). He would like to stay at home in this bad times..."

      Translation

I put your German in a translation program and here it is below.

We're there a lot of Austrians in Russian camps?

After over one year interruption, we've finally got connection with the home and also remember you and your wife values, which I guilty thank you. Hope that you all is healthy and Allegiant, what I can share with me. Otherwise, our location is almost hopeless. Views of a speedy journey home does not exist and so I can see also likely this year my not again dear Luby, where I would like to take share in this big, heavy time at national regeneration. We have folk who are in this camp, still no news from the winery get year still post from the österr.(during) Countries and Germany regularly arrive for two months. Are therefore very concerned about the home. With the Wahlspreuch "the home faithful, faithful to our people"
I would like to close my lines and often greet you and your values wife. Her Bill Hardman Karl"

you translated "aus dem heurigen Jahr" with "winery" but ""heurig" in Autrian languange meas "from this year".

The wine "Heuriger" means it is the wine from the same year.
