It's a TR era wound badge in silver to a WWI veteran.

In 1936 a law was instituted, that veterans of WWI, who weren´t awarded their Wound Badge in WWI (due to it´s late institution in march 1918 many soldiers couldn´t be awarded their WB until the war ended), were allowed to apply for the Wound Badge. Those veterans were given these documents to buy the badge on their own.

To be specific, the law was in Reichsgesetzblatt 1936 page 47. It basically says that authorization to wear a wound badge must be shown in the Kriegsrangliste, Kriegsstammrolle or by award document. Those wounded, that couldn't produce one of these, could obtain the Berechtigungsausweis through their social welfare office. The award could only be authorized for those who received combat pay.
