Can anybody tell me anything about this presume early propaganda poster dated 1940 ?

Sorry, Spanner, but I don't recall seeing it before. But I would add that 1940 is not usually considered "early" in TR terms. The cartoon seems to depict the invasion of the Netherlands, Belgium and France in the summer of that year.
I hope we hear from others; it's an interesting piece.

I believe the image is original. Whether it is original print or not, is another question. It depicts Hitler, Goering, and Goebbels as three of the "Four Horsemen of the Apocalypse", a famous biblical reference.Comment

I am showing the item for what it is I appreciate the positive comments but to say its a fake with no futher comment as for the fella that has to find a frame a sporting paper from 1940 then put it together for £25 best of luck to him better than mugging somebody
