I see that there is a hose going around his body... presumably leading to what he's holding in his hands.

Doesn't look like a flame thrower.

Maybe some kind of tear gas unit?

It might also be some kind of device to spray for mosquitos. Just a guess.

I had to look up what a Haversack Filter is; apparently it's a device to filter water so that it is potable.

But then I found this U.S. intelligence report-- sounds gross.
"it is claimed by the Germans that this device will effectively treat water that has been contaminated by dead bodies and similar substances".

Interesting device and info. Randy, I read the same.....even nastier is that it says the device will not rid the water of any odors even after treatment!! But will treat a maximum of 55 gallons an hour, which is impressive technology for the times
