I believe it to be Hermann Priess

I agree, it is Hermann Priess in the spring of 1943, after the recapture of Kharkov. He hasn't yet received the RK that was awarded on April 28, 1943, so it is likely earlier in that month. About that time, Priess took command of the division from Max Simon, who left due to illness.
